The bimodal diffusion equation for the outer radiation belt is considered analytically, applying a number of simplifying approximations to obtain solutions appropriate for the construction of dynamic models on the basis of satellite measurements. It is shown that general solutions of the finite-volume boundary-value problem are in general adequate for the data sets available, and this finding is confirmed in trial analyses of data obtained with the USAF/NASA spacecraft SCATHA under moderate geomagnetic-activity conditions.
