For the first time, a complete off-shell structure for d=2, N=4 supergravity is given. A minimal off-shell (8+8) component representation is derived from an appropriately constrained supergeometry. Manifestly locally supersymmetric actions for the N=4 spinning string are given in both vector and chiral representations. Truncation to N=2 supersymmetry leads to the existence of two distinct supergravity theories and thus to more than one N=2 spinning string theory.
