A new maintenance mechanism of blocking is proposed; a blocking high,
which is characterized by low potential vorticity, selectively absorbs
synoptic highs, thereby maintaining its own low potential vorticity. It
is shown that the effectiveness of the new mechanism is verified by two
case studies of blocking events and simple numerical experiments.
