The problem of secular variations of the earth's rotational velocity is reviewed. Observational data obtained by the use of different methods are presented and compared. Discussion of the physical phenomena causing variations of the earth's rotational velocity together with estimation of the magnitude of these effects and comparison with observational data are presented.
