Data on seasonal variations of the ion composition in the D-region are discussed in terms of variations of the effective recombination coefficient and the electron density. It is shown that this approach makes it possible to explain the seasonal variations of D-region electron density described in the literature. It is found that at least part of the winter variability of this electron density is correlated with variations of the effective recombination coefficient.
