Based on the data of the long-term monitoring of the electromagnetic background at frequencies of 1-30 MHz in Tomsk, new main regularities of the daily and seasonal variations in this background in different frequency ranges at a low level of solar activity (the annual average values are 68.6 = F 10.7 <= 80.9) have been established.
