It is found that an increase in the effective velocity of the solar wind (SW) at distances of 10-30 solar radii observed by the scintillation method may be an apparent effect due to the intense anisotropy of irregularities and the variation of the SW velocity direction with respect to the axis of their elongation. The observed increase in the index of the scintillation frequency spectrum at these distances is attributed to the same cause and is shown to be associated with a greater-than-order-of-magnitude increase in the internal scale of turbulence in the direction of the SW magnetic field.
