The spectrum of high energy muons is derived from experimental data in the 200 to 2000 GeV range under the hypothesis that the violation of scaling observed in the central rapidity region, extends also to the fragmentation region. Analytical treatment of the process of muon production in the atmosphere suggests that the violation of scaling gives a logarithmic increase of the underground flux of muons at high energies, with respect to the predictions of the scaling. The amount of this deviation is expected to be small.
