It is shown that the amplitude of turbulence fluctations of the electron density of the auroral electrojet amounts to about 3 percent, and changes only slightly with increasing electric field from 30 to 75 mV/m. The observed amplitude saturation effect, as well as the phase-velocity saturation of auroral irregularities, is analyzed in the framework of mechanisms for the excitation and nonlinear limitation of the turbulence level. Farley-Bunemman instability theory with allowance for three-wave interaction and anomalous transverse diffusion shows the best agreement with experimental data.
