Following substorm onsets, latitudinally narrow poleward-directed electric fields develop at the duskside and produce supersonic jets of westward convection, termed SAID/SAPS. They develop on a fast timescale characteristic of propagation of the substorm injection front. Magnetically-conjugate Cluster-DMSP satellite observations suggest that the SAID electric field builds up as soon as energetic electrons are arrested at the outer edge of the plasmasphere, whereas energetic ions continue inward motion. This report seeks to extend understanding of the SAID/SAPS formation mechanism and its relation with substorm injection fronts. This is accomplished through analyses of relevant observations from CRRES and Cluster in the ring current/plasmasphere overlap region and DMSP in the conjugate ionosphere during magnetic substorms in 1991 and 2002-2007. The data confirm that the SAID channel develops inside the plasmasphere near the plasmaspheric boundary (plasmapause. We show that the energetic electrons are indeed arrested at the outer edge of the SAID channel, whilst its inner edge is defined by the decrease of the maximum ion energy and flux. The overall SAID features are shown to be consistent with a short-circuiting of the substorm injected "hot" tenuous plasmoid (front) over the cold dense plasmasphere.
