This study examines the distribution and evolution of the E-region S4 index (radio scintillation index) in various local times, seasons, latitudes, and altitudes by means of FORMOSAT-3/COSMIC (F3/C) during 2006-2011. It is found that the E-region F3/C S4 becomes prominent in middle latitudes during the daytime period. Results show that the E-region F3/C S4 is much stronger in summer months than in equinox months, and is more intense in the northern hemisphere than in the southern hemisphere during their summer months. A cross comparison confirms that the E-region S4 index is mainly contributed by the Es (sporadic-E) layer.
