Vernov's contribution to the study of spatial and temporal variations of cosmic rays is briefly reviewed. Particular consideration is given to the investigation of geomagnetic (latitudinal and azimuthal) effects at stratospheric heights (1934, 1936-1937); the development of reliable counters, especially at IZMIRAN (1940's and 1950's); participation in the IGY; participation in the International Quiet Sun Year; the development of theoretical models of cosmic-ray variations; the study of the nonlinear interaction of cosmic rays with the solar wind; and the investigation of the effect of the solar magnetic field on long-term variations of cosmic rays.
