Radio observations of a solar flare are explained by induced electric fields in several small regions within a flaring flux tube. In each acceleration region runaway electrons are produced which lead to a pulsed production of high-frequency plasma waves. The model is used for an accurate determination of the physical conditions in the flare. During the runaway process an essential fraction of the runaway energy is put into plasma waves. The required electric field strength is of order E/Ec approximately equal to 0.1 (Ec is twice the Dreicer field) and the ratio of electron cyclotron to plasma frequency is of order unity or larger.
