Fluctuations of the soft X-ray background (XRB) at angular scales of up to ~6° are measured using the ROSAT All-Sky Survey (RASS). At 1° the amplitude of the autocorrelation function (ACF) amounts to 0.0035+/-0.0007. In the range of 0°.3-4° the ACF slope γ=-1.1+/-0.2. These XRB variations are generated by the nonuniform spatial distribution of sources producing the XRB. The magnitude of the XRB fluctuations is used to estimate the level of clustering of X-ray sources. We show that the observed amplitude of the XRB fluctuations results from strong clustering of AGNs at redshifts where most of the XRB originates. .
