Various processes of electron detachment from negative ions in the atmosphere at heights of 30-60 km during multiple air breakdown are examined. It is shown that conditions can occur, both in ionization pulses and in the intervals between pulses, when the rates of electron detachment and attachment are equal. Under such conditions, only the dissociative recombination of electrons with positive ions (irrespective of the height of ionization in the atmosphere) will control the growth of electron density in the ionization pulses and its change between pulses.
