The spectrum of long-period cosmic-ray (CR) intensity variations over the 1953-1987 period is obtained in the rigidity range of 2-25 GV. This spectrum was found to behave anomalously during the solar-cycle decline phase. The total-CR-modulation spectrum was obtained from the spectrum of the residual CR modulation, determined at solar minima, and from the long-period variation spectrum. Over the period considered, the total modulation spectrum is shown to be uniform and independent of the solar-cycle phase.
