The characteristics of low-energy cosmic rays, in particular of proton fluxes with energies from 1 to 5, from 5 to 10, and from 10 to 40 MeV, recorded during the period from September 1971 to August 1972 are studied. The individual events and the general behavior of cosmic ray intensity over this period are analyzed on the basis of solar and geophysical data. It is shown that the operational period of Luna 19 corresponds to a secondary (anomalous) peak during decreasing solar activity. Possible interpretations of the nature of this peak are examined.
