We consider the evolution of a relativistic blast wave propagating through a low density medium. We calculate the deceleration of such a wave as it collides with external matter and consider the energy dissipation rate as a function of the observers time and the bolometric flux from such a wave. We discuss the results in the light of the optical gamma-ray burst afterglows GRB970228 and GRB970508.
