It is shown that there exists a universal relationship between the Compton-Getting factor and the radial intensity gradient of cosmic-ray particles if the solution of the transport equation depends on the dimensionless combination of the distance r and the particle momentum p, and does not depend on time. It is demonstrated that this relationship does not depend on the explict form of the solution of the transport equation and is conserved for arbitrary values of r and p for the acceleration as well as the modulation of cosmic rays. Theoretical results are compared with experimental data on recurrent increases of 1-MeV protons near earth orbit.
