In the view of Arnold (1979, 1987), the rate of migration and deposition of water ice in permanent lunar cold traps is greater than its rate of removal. If this is the case, a range of possibilities exists for the physical state of ice deposits with respect to regolith formation and gardening processes. It is argued the Lunar Ice Discovery mission could help decide among these possibilities.
