Scattering in the gyrotropic ionosphere is represented in the framework of the small-fluctuation approximation by a Markov process. The solution of the Einstein-Fokker equation yields a normal probability distribution for the transport of a ray specified by coordinate and direction. It is shown that, in a gyrotropic medium, rays are scattered differently in the magnetic-meridian plane and in the plane perpendicular to this plane. Scattering in the case of transverse propagation is shown to be anisotropic, while the degree of anisotropy is different for ordinary and extraordinary waves.
