The invariant submersion method is used to conduct a spectral analysis
of the Green function and calculate the loss coefficient of
electromagnetic waves in a tropospheric waveguide. The diffraction
problem of thermal atmospheric radiation during waveguide propagation is
solved on the basis of this method.
