We investigate the quantum mechanics of vacuum bubbles in 2+1 dimensions and semiclassically analyze the quantum tunneling between two topologically distinct spatial geometries. This process can be regarded as a branching-off of a child universe from the mother universe in 2+1 dimensions. We also give an explicit form of an interpolating instanton-like solution of this process.
