Starting with the Hamiltonian formulation for spacetimes that admit two commuting Killing vectors, we introduce a complete gauge fixing for cylindrical vacuum gravity. We study in detail linearly polarized waves. Employing the quantization proposed by Ashtekar and Pierri for axisymmetric Einstein-Maxwell fields in three dimensions, we succeed in constructing a quantum theory that describes the geometry of the Einstein-Rosen waves. We then show that, in the asymptotic region, there exist large quantum effects similar to those detected in three dimensions.
