It is believed that the spacetime of the Planckian era of the universe can be described by the de Sitter metric. Primordial black holes should originate from ordinary or generalized gravitational instantons. The probability of black hole creation in the de Sitter space background is the exponential of the negative of its Euclidean action. We show that the probability for the creation of a spherically symmetric, charged or neutral black hole is the exponential of the total entropy of the universe. The entropy is one quarter of the sum of the black hole and cosmological horizon areas.
