We analyse the frequency dependence of pulsar characteristics and conclude that, within the angular beaming model of pulsar radiation modulation, the longitudes of subpulses should be weakly dependent on frequency as compared with the longitudes of profile components. This is actually observed in pulsars. Based on this conclusion, we argue that the structure of mean pulsar beams is conal and not patchy.
