Recently, a new type of neutrino observatory has been proposed ~ (cline) which would provide a means of studying, in detail, the neutrino emissions of all supernovae explosions throughout the Galaxy. Data from such a facility would result in major advances in the understanding of both the astrophysical mechanism causing supernovae, and fundamental neutrino physics. This new proposal is based on the observation of neutrons emitted following supernova neutrino induced excitation of nuclei in any target via neutral current interactions. Presented here are details of a prototype neutron detector which is under construction at the Ohio State University. Tests to be performed in the near future will determine whether the proposed design satisfies the unique requirements of the new observatory.
