Magnetic fluctuations in the solar wind form 0.3 to 1 AU and from 4.7 Hz to 2.2 kHz were measured on Helios 1 from December 1974 to April 1975, and on Helios 2 from January to May 1976. Electromagnetic wave modes near 1 AU are restricted to less than 220 Hz 99% of the time, and waves are restricted to less than 470 Hz inside 0.5 AU in 94% of the cases. No clear correlation between simple plasma parameters and magnetic field magnitude or spectral densities is found, while the proportionality between magnetic fields magnitude and spectral density is attributed to radial variation. High wave intensities occur in the vicinity of stream interfaces with a decrease in wave intensity with increasing distance from the stream interaction region. In addition, magnetic field energy densities above 4.7 Hz vary between 5 x 10 to the -18th and 10 to the -14th erg/cu cm, with a maximum occurrence of 5 x 10 to the -17th erg/cu cm near 1 AU. Thus, values are orders of magnitude below the total magnitude field energy density.
