The influence of small- and large-scale time-dependent fluctuations on the random propagation of unstable wave packets is analyzed for a weakly diffusive medium. The discussion covers the WKB stochastic equation and its formal solution, the main features of the kinetics when only nondiffusive interactions occur, the case of pure diffusive interactions within the framework of weak turbulence theory, and the general case where diffusive and nondiffusive interactions are simultaneously involved. It is shown how the low-frequency spectrum contributes to these two types of interaction, and a general condition is proposed which should be satisfied by the high-frequency and low-frequency spectra in order that the two effects may contribute to the kinetics. Also discussed are the solutions of an unstable diffusion equation with constant diffusion coefficient. Expressions are derived for the overall growth rates in various physical cases, especially for the propagation of unstable plasma modes generated by beam plasma interaction.
