The characteristics of the propagation and damping of low-frequency geomagnetic disturbances in the E-layer due to the gyrotropic properties of the medium are investigated theoretically. A dispersion equation is obtained which suggests the presence of a spectrum of normal damped waves. The damping coefficient of the fundamental mode has a minimum in the 0.1-1 Hz range and the wave group velocity is about 20 km/s. The experimental observation of such waves is reported.
