A description of the Hipparcos satellite project of the European Space Agency is presented. Consideration is given to its concepts, payload configuration, system parameters, observations and accuracy prediction, and the star mapper called Tycho. The presentation is restricted to the basic rationale, to the performance of the scientific instrumentation, and to an explanation of how scientific objectives can be achieved. Quantitative visibility of basic project features are provided to astronomers and astrophysicists not familiar with astrometric techniques, by exploiting updated technical information on project parameters not generally available in open literature.
