Prognoz 3 and 4 data are presented for several physical characteristics of the layer of 0.04 - 3.0 MeV electrons in the region between the magnetopause and the Earth's bowshock. The topology of the particle layer, its thickness, and amplitude were shown to depend on the background electron intensity during quiet periods in interplanetary space. A possible mechanism for the origin of the energetic electrons is electron acceleration in the shearing of the solar-wind plasma near the magnetopause.
