A two-dimensional set of experimental data on muon production in the atmosphere is analyzed using a single theoretical formula for determining the kaon fraction and the production-spectrum index over the energy range from 10 to 10,000 GeV. The necessity of introducing an additional parameter for describing muon-production spectra of cosmic-rays is considered. It is shown that the spectral indices obtained do not contradict the argument that this index has a constant value of about 1.7 over the entire energy range examined. However, the kaon fraction determined from cosmic-ray data is found to be about double the value obtained from particle-accelerator data. This excess is attributed to an effect of primary cosmic-ray nuclei.
