We study the production of $\eta'$ from hadronizing thermal gluons using
recently proposed $\eta'-g-g$ effective vertex. The $\eta'$ yield is found to
be sensitive to the initial condition. At RHIC and LHC, the enhancement is
large enough to be easily detected.
