It is noted that the model of a neutrino with a magnetic charge predicts a nonzero mass, which has been determined experimentally for the electron neutrino (Liubimov et al., 1980). It is shown that if a neutrino possesses the F-interaction, its rest mass is non-zero and it can have an electric dipole moment equal to approximately 10 to the -20 (e)(cm). Neutrino mass has been estimated to equal 1-2 eV, and agrees well with data on possible bremsstrahlung of magnetic neutrinos in the field of the Galactic sleeve. Attention is also given to the question of what neutrino oscillations are empirically obserable.
