Models for the acceleration of ACRs and the generation of ENAs in the heliosheath require an increased level of turbulence, with the turbulent motions approaching the Alfven speed in the region immediately upstream of the heliopause. Such large-amplitude turbulence is required so that the ACRs can be accelerated to the observed high energies by the pump acceleration mechanism of Fisk and Gloeckler. The turbulent motions are also required to explain the low-energy ENAs observed by IBEX. The Voyager 1 spacecraft, which appears to be approaching the heliopause, cannot measure turbulent plasma velocities directly. Only the average bulk speed can be inferred from low-energy energetic particle anisotropies, and the inferred radial flow speed has become vanishingly small. We point out that if the turbulent flow speeds increase toward the heliopause, as required in the ACR and ENA models, and if energetic particles are transported by diffusion due to these turbulent motions, there is an effective inward convection of the energetic particles that is approximately equal to the expected radial outflow of the solar wind and may account for the apparent decrease in the solar wind speed to near zero. Should this be the case, it provides additional evidence of increased turbulence near the heliopause and eliminates the necessity for an explanation as to why the solar wind stops in advance of the heliopause.
