The potential of a spherical body emitting energetic electrons (e.g., in the earth's upper atmosphere) is calculated in the linear approximation. When a magnetic field is absent, plasma oscillations are generated right after the commencement of electron injection; the field of these oscillations 'pushes' background electrons toward the body, thus leading to its neutralization. If the frequency of electron collisions (nu) is equal to zero, the potential of the sphere oscillates around the zero value without damping. If nu is not equal to zero, the oscillations are damped with a characteristic time of 2/nu.
