It is shown that the presence of inhomogeneous velocity structures in
plasma motions on the sun can lead to local intensification of magnetic
fields with subsequent reconnection. The rapid release of magnetic
energy occurs during the reconnection, the released energy ranging from
10 to the 19th J (small flares) to 10 to the 25th J (large flares).
