The effectiveness and reliability of ionospheric radio links depends to a great degree on the understanding of the mechanisms of wave propagation in the ionosphere. The aim of the present review is to describe quantitatively the possible mechanism of ionospheric waveguide excitation and to stimulate the organization of special radiophysical experiments aimed at identifying the contribution of individual factors to the physical effects observed.
