An analysis is made of the change with time of the spatial structure of the polarization charge of E-layer irregularities in the presence of a strong large-scale convection electric field. It is shown that, in the case of vertical variations of ionospheric parameters typical for the high-latitude ionosphere, the density distribution of the polarization charge is elongated in the Hall direction and becomes fragmented. This causes the transverse structure of Alfven waves excited in the magnetosphere to become nonstationary.
