The state of degenerate plasma above the nuclear density is investigated. An equation of state of electron nuclear (Ae) plasma is presented, with the medium temperature of plasma much less than that for particle degeneration. The Ae phase covers the density of matter range up to 610 billion g/cu cm. The formation of quarks is examined with emphasis on formation in high plasma densities. The problem of determining quark plasma parameters reduces to obtaining the potential energy of the particles. The threshold of quark formation is examined with emphasis on the transition of the chemical potential mum to mun prime.
