The ATLAS collaboration is actively pursuing a program to develop the detection capability of the ATLAS detector. A prime motivation for this development is to allow the measurement of the absolute luminosity as well as, for example the study of diffractive physics and two photon physics. It is envisaged that the measurement of elastic scattering in the Coulomb region could be used to calibrate a dedicated luminosity monitor, LUCID, that will be used to measure the luminosity of ATLAS across the full range. The challenges of the design, simulation and testing of the LUCID detector are discussed below.
