A rigorous photogrammetric technique is proposed for determining the rotation elements (i.e., the north pole coordinates and the angular velocity) of planets and satellites on the basis of a given set of measurements (coordinate points on photographs, trajectory data, radio profiling, etc.). This technique was used to determine the rotation elements of Venus on the basis of Venera 15 and 16 radar imagery.
