A theoretical model is developed for phase fluctuations of a radio wave caused by ionospheric irregularities. The model is based on the approximation of Rytov et al. (1978), where the small-perturbation method is applied to a layer of irregularities with a sharp boundary; and a power-law variation of the spectrum of density fluctuations is used. The model is found to agree well with phase-difference measurements at two points of the wave front carried out at frequencies of 150 and 400 MHz on a baseline of 80 m, oriented in the plane of zenith flybys of navigation satellites. It is noted that observations of phase difference at two points can be used to determine the parameters characterizing the model: the spectral index, and the asymmetry and height of the layer of irregularities.
