The results of an analysis of the spatial-temporal variations in the tropospheric temperature regime in the Northern and Southern hemispheres in 1948-2006 are presented. The possible effect of solar activity on the tropospheric temperature regime is discussed in the scope of the proposed mechanism by which the heliogeophysical factors affect the climatic characteristics and atmospheric circulation in the high-latitude troposphere through atmospheric electricity.
