A model for the interaction between fast electrons and the upper atmosphere is proposed, assuming that the beam isotropization is more rapid than its energy relaxation. The electron energy distribution function is obtained by solving the kinetic equation under the assumption of continuous energy losses of primary-beam electrons; in fact, the beam acquires the character of an electron 'swarm'. Ion-production rates in the lower ionosphere are calculated, and it is shown that calculations indicate a lower altitude of maximum ion-production rate when electron diffusion is taken into account. The results are of interest in connection with the development of models for the interaction between auroral electrons and the upper atmosphere.
