The canonical approach to the dynamics of charged particles in the presence of strong gradients in the electromagnetic field is elaborated. It is shown that if the gradients are small the dynamics of charged particles obeys the drift approximation. An increase in the gradients leads to violation of the usual drift approximation, but the motion still obeys some more general adiabatic approximation. Further increase in the gradients will result in the violation of adiabatic motion and lead to strong effective stochastic heating of the plasma passing through such gradients.
