The Liouville theorem is used to obtain particle distribution functions
at the plasma sheet boundary in the magnetosphere. It is shown that, in
the recovery phase, only earthward-directed fluxes should be observable
in the boundary layer of the plasma sheet. The effect of possible slow
bending deformations of the sheet is also considered.
