MEASUREMENTS of energetic particle fluxes in space1,2 have stimulated interest in the problem of particle acceleration inside planetary magnetospheres. Suggestions that terrestrial auroral (keV) electron precipitation is associated with transient space charge effects3, have been discarded, largely because the parallel (plasma) electrical conductivity (σ∥) is so large that magnetospheric field lines are constrained to remain equipotentials4.
