Attempts have been made to explain the pulsar phenomenon in terms of a model in which electrons and ions are accelerated by large electric fields near the magnetic poles of rotating neutron stars. The following considerations indicate that these mechanisms are not possible in the axisymmetric situations for which they were invoked, and are unlikely to exist in other situations.
